What is MAA Card?

Mukhyamantri Amrutum Yojana (MAY), or Mukhyamantri Amrutum Vatsalya Yojana (MAVY) as it is also known, is a health insurance programme with MAA Card launched by the Government of Gujarat.

Begun in 2012, the MAA Card seeks to ensure that financial constraints do not impede economically vulnerable people from accessing quality healthcare through comprehensive health coverage.

The scheme has evolved over time, with its coverage broadening and additional features like the MAA Card being included to enhance its capability in managing health issues.

Key Highlights

  • Maha Amrutam Card provides health insurance coverage up to Rs. 5 Lakh per family per annum for poor families in Gujarat.
  • MAA Card provides a comprehensive list of treatments, including cardiovascular problems, oncology cases, orthopaedic procedures, burns cases, renal surgeries, and paediatric surgeries, among others.
  • MAA Card was designed initially for Below Poverty Line (BPL) families, but now MAA Card includes those who earn up to Rs. 4 lakh per annum, U-win cardholders, and ASHA workers.
  • The beneficiaries will be treated on a cashless basis in the empanelled hospitals by showing their MAA Card which is issued under the scheme.
  • The MAA Card covers hospitalisation charges with pre-hospitalisation expenses, post-hospitalisation expenses, diagnostic tests, medicines, and transportation charges.

Historical Background of MA Yojana

The idea of Mukhyamantri Amrutum Yojana came up because of healthcare problems faced by the poor population in Gujarat. Such a situation resulted in increased disease morbidity and mortality rates since many individuals could not afford expensive treatments. Aiming at creating an all-inclusive health insurance policy, the MAA Card was initiated by the Government of Gujarat to protect against extreme sickness expenditures.

The objectives of MAA Card

The main objectives of MAA Card are as follows:
  • Financial Protection: Underprivileged families can be relieved from paying large amounts on medical bills with a MAA Card.
  • Quality Healthcare Access: It allows eligible persons to obtain medical care promptly and within their reach.
  • Mortality and Morbidity Drop: Easy access to healthcare services would reduce cases of deaths and illnesses which could have been prevented.
  • Healthcare Equity: A situation where quality healthcare services are available to all, regardless of their socioeconomic status.

Recognition of MAA Card

The SKOCH Awards for Smart Governance in 2014 and the CSI-Nihilent e-Governance Awards in 2013–14 are among the accolades that recognised the effectiveness of the Mukhyamantri Amrutum Yojana and MAA Card.

The scheme also received India’s “Gems of Digital” Award for its positive impact, further attesting to its usefulness as an accessible healthcare provider. It was honoured with the 'Best Affordable Healthcare Initiative Award' in 2016.

These awards demonstrate the MAA Card scheme's dedication to making healthcare available and affordable, while also showcasing its innovation and positive impact on society.

Eligibility Criteria of MAA Card

The eligibility for the beneficiaries of Mukhyamantri Amrutum Yojana is determined by specific MAA Card criteria set by the State Government. There is a target for medical care assistance for low-income individuals under this programme.

Economic Criteria

  • BPL (Below Poverty Line) Families: In its initial stage, the plan was meant for Below Poverty Line (BPL) cardholders’ families.
  • Lower Income Groups: Later, MAA also started covering BPL families with annual income up to Rs. 4 lakh.
  • Other Categories: Various specific occupational groups like U-win card holders, ASHA workers, fixed-pay employees of class-3 and class-4 in government jobs, tribal families etc.

Social Criteria

  • Gujarat Residents: The beneficiaries should be residents of Gujarat only, as welfare programmes initiated by the Government of India are generally implemented by states individually or through joint efforts among several states.
  • Occupational Groups: Some particular occupational categories such as street vendors, craftsmen, casual labourers etc. who are considered economically weak belong to this category.

Documents Required for MAA Card

The Amrut Card Yojana with MAA Card benefits can only be accessed by the following documents from the beneficiaries. This MA Card document list includes:

  • Income Certificate: Evidence of earnings to confirm eligibility.
  • BPL Card or U-win Card: Based on economic criteria.
  • Identity Proof: Aadhar card, voter ID, or any government-issued ID.
  • Residence Proof: Documents showing that the applicant resides in Gujarat.

Features of MAA Card

The scheme has many functionalities which enable its beneficiaries to get medical care that is all-rounded and ensure that it can be easily accessed.

Cashless Treatment

One key attribute of MAA Card is the provision of cashless treatment. The services provided by the scheme do not require payment by patients. It helps to minimise the economic hardships that low-income households experience.

Large Number of Hospitals

There is a large number of empanelled hospitals under the scheme in Gujarat. These hospitals are accredited and meet certain quality standards in order to offer healthcare services. Thus, any beneficiary can seek treatment at these facilities with the help of a MAA Card without paying anything upfront.

Comprehensive Coverage

  • Pre- and Post-Hospitalisation Expenses: All costs incurred before hospitalisation and after hospitalisation for a given time frame are included.
  • Diagnostics and Tests: It consists of important diagnostic tests and procedures.
  • Medicines: Inclusive of prescribed drugs during the treatment.

Health Cards

At empanelled hospitals, the beneficiaries receive a health card, which is also known as MAA Card. The MAA Card contains all the required information about the beneficiary and their eligibility, ensuring that services are availed under this scheme.

Transport Allowance

How to Enrol in MAA Card

To avail of the medical benefits of the MAA Card, an eligible person has to enrol under the scheme for which this Yojana is designed. The Mukhyamantri Amrutum Yojana enrolment process is simple. The following are the steps involved in the process:

Government officials including Taluka and Civic Centres officers keep a list of families. Families with annual income below 4 Lakh Rupees are listed. Besides, the same list of families can be accessed on the MA Gujarat website through the online BPL search page. This list becomes a reference point in any enrolment exercise carried out by authorities. The income certificates of families generate the MA Vatsalya lists.

To participate in “MA” and “MA Vatsalya”, members of a family that benefit from it should visit kiosks available at Taluka or Civic Centres within their locality. In addition, the state government has brought mobile kiosks closer to local people in rural areas, aiming to target the maximum number of eligible families.

The hardware required during the enrolment process can be found within the Taluk office, Civic centres, and Mobile kiosks. Biometric information like fingerprints and iris scans among others is captured. Additionally, pictures will be taken for identification purposes when using these cameras. Family details that need to be filled up must have accurate data written on them in Gujarati.

Once documents are verified, the beneficiary receives a MAA Card along with a pamphlet about the scheme and a list of empanelled hospitals. Thus, families are enrolled into it immediately after receiving these documents.

Authorities Responsible

Several levels of authority are necessary to ensure the meticulousness and validation of the Mukhyamantri Amrutum Yojana verification process. For example, at the district level, the deputy Mamalatdar has a significant role in supervising verification processes. Moreover, at the taluka level, the Taluka health office is manned by different administrative officers whose responsibility is solely to verify MAA applications.

Also, officers appointed at A.T.V.T. Centres (Assistant Teachers Training), Nagar Palika Chief Officers, and female health workers or multipurpose health workers (for mobile kiosks) take part in the same. The importance of Taluka Mamalatdar in this process cannot be overemphasised. Similarly, municipal corporation authorities which include all permanent employees of government offices under its jurisdiction as well as appointed officers of civic centres have a very important role to play too.

Implementation and Management of MAA Card

The success of Mukhyamantri Amrutum Yojana lies in how it is implemented and managed. A structured framework is the way the MAA Card is being run, involving multiple players.

Administrative Structure

These are some of the agencies involved in the implementation of this programme as well as its management:
  • State Nodal Agency: This agency coordinates and implements everything that pertains to the plan.
  • Third Party Administrators (TPAs): They process claims and assist beneficiaries.
  • Empanelled Hospitals: These hospitals provide medical services that fall under this policy.

Monitoring and Evaluation

For a MAA Card to work effectively, there must be continuous monitoring and evaluation, as well as prompt redressal of any problems. They include:
  • Regular Audits: Periodically auditing empanelled hospitals and services offered.
  • Beneficiary Feedback: Taking feedback from beneficiaries so that better services can be delivered over time.
  • Performance Metrics: The scheme tracks utilisation rates, claim settlements, patient outcomes, etc., through key performance indicators.

Information Technology Integration

The use of technology enhances efficiency by eliminating unnecessary processes, thereby benefiting the plan. This integration includes:
  • E-Health MAA Card: MAA Card for applicants are given digitally.
  • Online Portal: A special site where those who qualify can check their eligibility status, hospital lists, or status regarding their claims.
  • Mobile App: An application on mobile devices facilitating easy accessibility to information about the policy as well as related services.

Challenges and Improvement of MAA Card Scheme

Challenges

Although successful, the MAA Card scheme faces several difficulties that must be addressed in order to be more efficient:
  • Awareness and Outreach: Ensuring all eligible families are aware of and enrolled in the scheme.
  • Quality of Care: Maintaining high standards of care across all empanelled hospitals.
  • Fraud and Abuse: Avoid any misuse arising from fraudulent claims or practices being made within the system.
  • Geographical Barriers: Taking healthcare to remote rural areas with poor infrastructure.

Areas for Improvement

  • Enhanced Monitoring: Increasing monitoring and evaluation mechanisms so as to ensure adherence as well as quality.
  • Capacity Building: Training health care providers and administrators on how to run the programme effectively.
  • Technological Upgradation: Making use of cutting-edge technology in management and service delivery improvement.
  • Public-Private Partnerships: Encouraging linkages with private healthcare providers to expand the network and enhance service delivery.

How to Renew Smart Health MAA Card

To ensure continued benefits for its beneficiaries, the MAA Card should be renewed once the Macard expires. MAA Card is valid for 3 years. The period was extended to three years after 2015, up from only one year previously.

Renewal of the MAA card is quite simple and can be done either by calling the customer care number or visiting designated kiosks for that purpose. For Ma Card renewal online, you will need:

To reach a customer care executive quicker, it is advisable to call after six in the evening on any working day.

App for MAA Card

The Mukhyamantri Amrutum Vatsalya App can be downloaded from the Play Store on an Android phone. You will find some useful apps about MA Yojana that give details such as hospital list, contact details, features of the scheme etc. These apps let you quickly locate your nearby empanelled hospitals during medical emergencies.

Ma Amrutam Card Online Apply

The process of claiming under Mukhyamantri Amrutum Yojana and MAA Card is smooth and differs from conventional health insurance policies where claimants must arrange all claim documents before making claims. The QR code should be presented by the card holder at any network hospital, and verification is done instantly. Treatment can commence shortly thereafter, without wasting time. Moreover, these claims are cashless, easing the financial burden on patients and families.

Once treatment is over, the empanelled hospital fills in details of the hospital stay for reimbursement, which goes directly into the insurance company’s account. The settlement then occurs between the hospital and the respective insurance company.

Technological Integration and Innovations

The Mukhyamantri Amrutum Yojana has harnessed technology to make it more efficient and improve services. The integration of information technology systems has helped in effectively managing the scheme.

Digital Records and E-Cards

The introduction of the E-Health MAA Card to stakeholders has completely changed healthcare access and management. These cards are equipped with biometric information, simplifying the identification process and reducing chances of fraud.

Digital documents that are associated with these cards store the complete medical history of patients, which is needed for accurate and timely treatment. By analysing data on healthcare usage, patient outcomes, and financial expenditures, administrators can detect patterns, address gaps and optimise resources.

Online Portals

There are online portals for MAA Card and mobile apps that have been developed under the scheme to provide an easy-to-use interface for beneficiaries accessing information. Some of these platforms include:

  • Hospital Locator: Helps beneficiaries find the nearest empanelled hospital.
  • Claim Status: Allows beneficiaries to track their claims’ status in real time.
  • Appointment Scheduling: Assist in scheduling appointments with specialists and hospitals.
  • Grievance Redressal: Provides a mechanism for beneficiaries to report issues promptly so that they can be acted upon fast enough.

Future Prospects

Other Indian states need to borrow some ideas from Mukhyamantri Amrutum Yojana. Here are some recommendations that can be taken into consideration to ensure its continued success and scalability:

More Families

Expanding the scheme of MAA Card to cover more families, including those just above the current income threshold, would significantly contribute toward improving its impact.

National Schemes Integration

MAA Card, when integrated with other national health schemes such as Ayushman Bharat, can lead to a more holistic approach towards healthcare coverage.

Continuous Innovation

Promotion of continuous innovation in the delivery of quality healthcare services, including telemedicine and mobile health clinics, will enhance accessibility in remote locations.

Primary Healthcare Strengthening

Focus on strengthening primary healthcare infrastructure can reduce the burden on tertiary care facilities, and improve timely management of medical conditions.

Stakeholder Collaboration

The MAA Card scheme can be better implemented by improving collaboration between government, private sector, and non-governmental organisations, so that extra resources and expertise can be accessed.

A Pioneering Initiative

MAA Card is a pioneering initiative. There have been major improvements in the poor people’s access to healthcare in Gujarat through Mukhyamantri Amrutum Yojana.

Its far-reaching inclusivity in treatment options, along with a wide range of empanelled hospitals, has brought quality healthcare within reach. Despite enduring challenges, successes recorded under this programme serve as a testament to its worthwhile endeavour.

By addressing current challenges and continually innovating, it serves as a model for other health insurance schemes aiming to achieve universal healthcare coverage.
